2. Your Excellency will observe that the provisions of the enclosed Ordinance, without unduly interfering with the freedom of trade, are stringent on the two important points of reporting the arrival and intended departure of all Sea-going vessels, treating Native Craft in fact only as English and other vessels of "Western Nations" are treated in European and American Waters.
3. The main object of the Ordinance is that the Executive shall have the means of knowing what description of vessels frequent the Harbor and the nature of their equipment, cargo, and destination, as means arriving at a knowledge of their real occupation. With that knowledge, if it could be fully attained, it would of course be impossible for Piratical Craft to resort to the harbors where at present they obtain their principal supplies, their munitions of war, and above all, where they exchange that information as to the intended cargoes and destination of vessels in Port, which enables them too often to concert successfully their measures for attack.
